Leadership 101: Foundations for Effective Practice
Morning Session: 9 am - 12 pm

Course Description: 
In this course, participants will gain a foundational understanding of leadership theories, principles, and their critical importance in municipal government. Through understanding key concepts, leadership styles, and essential qualities and skills effective leaders should possess, learners will begin to cultivate self-awareness regarding personal leadership styles to enhance their ability to adapt leadership approaches to meet the demands of various municipal situations and context.

In this course, participants will:

• Gain an overview of key leadership theories and principles that impact municipal government.
• Identify the traits, characteristics, and behaviors associated with various leadership styles.
• Reflect on personal leadership experiences to identify individual leadership preferences, assess personal strengths, and raise awareness for opportunities for growth.
• Discover best practice in building and cultivating effective teams and municipal culture.

 

Leadership 201: Advanced Practice & Strategic Growth
Afternoon Session: 1 pm - 4 pm

Course Description:
Effective municipal leaders must do more than manage operations. They must inspire trust, empower employees, navigate complex relationships, and lead themselves with intentionality and emotional intelligence. This advanced leadership course is designed for municipal officials seeking to strengthen their leadership influence and enhance organizational performance through people-centered leadership practices. Through interactive discussions, practical exercises, and real-world municipal scenarios, participants will develop strategies to build high-performing teams and create a culture of trust and collaboration.


What to Expect:
In this course, participants will:
• Assess their personal leadership strengths, challenges, and leadership impact through the lens of self-leadership.
• Apply empowerment strategies that help achieve positive outcomes for the municipality.
• Demonstrate leadership behaviors that build and sustain trust within teams and across departments.
• Utilize emotional intelligence competencies to improve communication, influence, conflict management, and decision-making.
• Employ advanced team leadership practices that promote collaboration, engagement, and shared success in municipal organizations.
• Develop an individual action plan for strengthening leadership effectiveness and organizational impact.

Subject Matter Expert: 
Vickie Miller, MEd, CPM, MCA is the Director of Learning and Development for the N.C. League of Municipalities. Vickie is responsible for leading, managing, and delivering the League's training and education programs for elected and municipal officials. Vickie has a distinguished career that has placed a focus on helping others. She has held many roles including Grassroots Coordinator for the League, Executive Director for the 501(c)3 North Carolina Operation Lifesaver, and Director of Community Investment and Assistance where she oversaw the state Community Development Block Grant program for the North Carolina Department of Commerce with responsibility for an annual appropriation of $45 million and a grant and loan portfolio over $200 million. Vickie holds a Bachelor of Arts and a Master’s degree in education from the University of North Carolina Chapel Hill. She is currently pursuing a doctorate with the University of the Cumberlands in leadership with a specialization in public administration. Vickie holds the Certified Public Manager designation from the North Carolina State Office of Personnel, the Certified Housing Development Professional, the Certified Finance Development Professional from the National Development Council, and the County Municipal Administration certification from the UNC School of Government.
